WINTHROP – A Winthrop woman is asking for the public’s assistance to find out who abandoned a dog in a ditch with its feet bound with Christmas garland.
Cindy Edwards says she was on a walk around 4:30 p.m. Wednesday on State Route 11C when she came across the cocker spaniel laying on the side of the road in a ditch.
“I thought it was a stuffed toy until I saw the collar…it was way too big and real rib cage,” she said in an email. “All he could do was blink his little eyes at me he was so tied up.”
The dog was picked up by a dog warden and taken to the Potsdam Humane Society, Edwards said.
“We need to find out who this dog belonged to so they can be dealt with,” she said.
Edwards is asking anyone who may have information to contact the sheriff’s department or the dog warden.
“I’ve never cried so much in my life to see such meanness from humans,” said Cindy Edwards.
