Potsdam man jailed on cocaine, child porn charges; Massena and Canton residents arrested for conspiracy

Potsdam, Canton and Massena residents were arrested in recent days following an investigation of multiple kilos of cocaine being distributed in St. Lawrence County, according to St. Lawrence County sheriff's detectives.

St. Lawrence County sheriff’s detectives and Drug Task Force Members raided 12B Clinton St. on April 13 as part of “Operation Car Wreck” and located an undisclosed amount of money and numerous electronic devices from Joshua J. Carr, 33, officers said.

Carr allegedly sent numerous photos of prepubescent female genitalia over a variety of social media sources, deputies said.

He was charged with second-degree criminal sale of a controlled substance, felony, and possessing an obscene sexual performance by a child, felony, detectives said.

The investigation was several months long, beginning last fall.

Since November, Carr has been a source distributing cocaine to residents in Canton, Potsdam and Massena who would sell it, investigators allege.

Charged with fourth-degree conspiracy, felony, were: Curtis J. Barney, 23, Canton; Peter B. Zimmerman, 21, Canton and Chloe N. White, 22, Massena, officers said. T

The subjects were arraigned in Canton court by Justice Michael Morgan, deputies said.

Carr was held without bail and the other three individuals were released under the supervision of probation.

The investigation is ongoing and more arrests are possible, police said.

Also assisting in the investigation was the U.S. Department of Homeland Security Investigations Border Enforcement Task Force, St. Lawrence County District Attorney Gary Pasqua and his Assistant District Attorney Sarah Charpentier, state police and Potsdam police.
