Brendan W. Narrow, 24, was charged at 2:20 p.m. with possession of a hypodermic instrument and seventh-degree possession of a controlled substance.
Police say he was in possession of two hypodermic needles and five pills that were determined to be a controlled substance.
Narrow was sent to the St. Lawrence County jail in Canton on $5,000 bail or $10,000 bond, officers said.
