POTSDAM -- Kurt M. Covey, 22, Potsdam, is accused of harassment after he allegedly tried to stop a woman he was arguing with from getting away.
On July 2, Potsdam police responded to an ongoing argument in the Prosh lot off of Elm Street.
Officers learned that the argument started across the street.
The female victim went to the parking lot to get away from the defendant and the defendant followed her to prevent her from getting away and used his arm to prevent her from putting her vehicle window up, according to police.
Covey was issued a criminal summons Thursday charging second-degree harassment returnable to Village Court July 20.
