Open house, tours of new Stockholm town hall

STOCKHOLM -- The town board is inviting the public to tour the new Town Hall at 540 Route llC in Winthrop on July 28, after the Tri-Town Summer Festival parade.

There will be tours of the new building, free refreshments, and a short dedication at 1:30 p.m.

This open house is the culmination of work that began in 2014 when it was determined that it wasn't cost effective to renovate the old Quonset building that the Town Offices moved to in 1960.

Unlike the Quonset that was designed to be quick and temporary, the new building is designed to serve the town for the long term, said a press release from the town.

Among the key design criteria were energy efficiency, security, and convenient access.

"It's not quite the net-zero energy building we had hoped for but with the addition of solar panels in the near future, it will come close. This means significant cost savings to the town, particularly when energy prices inevitably rise," said Robin McClellan, a volunteer who worked on the project.

As with most projects, it took a lot longer than anticipated to complete but the result is an attractive building that will be less expensive to operate and have space for future growth, the press release said.

"Our objective was to design a building that will be efficient to operate and adaptable to future generations' needs," said Clark Decker, Town Supervisor. The Town raised money for the project with a bond issued by the USDA. "There is an incredible amount of detail required in the application but the interest rate was 2.75%, the lowest in many years and maybe the lowest we'll see in the life of the bond," said Carol Simpson, a volunteer who worked on the application.

The Town Board credited several businesses for their contributions to the grand opening.

Beardsley Design, Country Corner Market, Dollar General, Heritage Homes, NBTBank, Stewart's and Tri-Town Packing.
