OSWEGATCHIE – An Ogdensburg woman was arrested after she reportedly crashed her vehicle twice on State Highway 68 Monday morning for allegedly using her cell phone causing at least one accident, according to state police.

Lisa A. Cardinal, 45, was charged with second-degree aggravated unlicensed operation, using a cell phone while driving, speed not reasonable and driving across hazardous markings, troopers said.

Police said they responded to a report of a vehicle in the ditch on State Highway 68 near Ashley’s Home Center and upon their arrival the operator had left the scene.

A witness at the scene reportedly told the trooper that the vehicle had been towed out of the ditch and was headed south on State Highway 68.

State police reportedly soon located the vehicle, where it had gone off the roadway again on State Highway 68, this time near Irish Settlement Road.

The vehicle allegedly rolled several times and came to rest on the driver side.

Cardinal told police she ran off the road while using her cell phone.

She was transported to Claxton Hepburn Medical Center for a complaint of back pain, troopers said.

Additional charges are pending toxicology results of a blood test which was administered at the hospital, officers said.

She is scheduled to appear at the Oswegatchie Town Court on May 7 at 5 p.m.
