State police charged Karen L. Ashley, 52, Ogdensburg with third-degree insurance fraud, a class D felony, and first-degree falsifying business records, a class E felony.

She was arraigned before City of Ogdensburg Justice Silver and released on her own recognizance pending further actions of the St. Lawrence County Grand Jury.
