Ogdensburg offering housing grants to eligible residents in need of siding, roofs and windows

OGDENSBURG – Ogdensburg residents have until April 12 to apply for grants to rehabilitate their homes.

The City of Ogdensburg is accepting applications to complete the last phase of the New York State CDBG funded Housing Rehabilitation Program.

The city received $400,000 in state CDBG funding in June 2015 to rehabilitate 10 to 12 homes on New York Avenue and the side streets traveling one block off of New York Avenue.

Ogdensburg’s program will provide funding for roofing, window replacement, painting and siding, along with energy conservation measures including insulation, new furnaces, and new hot water heaters for eligible households within the target area, according to city planner Andrea Smith.

She said the program also provides lead testing and lead-rehabilitation, and all work complies with lead safe works practices.

To date, projects have included the installation of new vinyl siding, windows, roofing and fascia, painting, and plumbing/bathroom renovations.

All projects include the installation of new smoke detectors and carbon monoxide detectors in accordance with building code standards.

Smith said this program follows the success of the city’s 2012 CDBG project that assisted similar owner-occupied homes in the Ford Street target area.

To date the city, working in partnership the Development Authority of the North Country as the Program Sub-Recipient, is nearing completion of the first three homes (Phase I), and Phase II for the next four homes is underway.

The city is now accepting applications for the final phase of the project, Phase III to assist approximately five additional homes.

Applications for Phase III will be accepted by the Department of Planning & Development until 4 p.m. on Friday April 15.

To be eligible for this program, applicants must:

• Own and occupy a single family home on NY Avenue or side street – 1 block

• Based upon 2015 Income Taxes, have an adjusted household income of less than 80 percent of the area median income based upon household size

• Be current on all City & School taxes and all other municipal obligations ( water & sewer)

• Have homeowner’s insurance

• Homes must be determined to be in substandard condition and need program assistance.

• Priority will be given to homeowners that are frail; elderly or disabled and have gross incomes of less than 60% Area Median Income, which would also make them eligible for Weatherization Program assistance if they have not already received assistance from the Weatherization Program.

A Public Hearing on the program will be held on Tuesday April 12, 2016 at 4:30 p.m. in the City Council Chambers at the Ogdensburg City Hall to review program materials, objectives and details.
