Ogdensburg man accused of trying to scrap manhole covers allegedly stolen from Morristown

Donald C. Gilbo, 32, of Haggard Road, Ogdensburg was charged Monday with two counts of fourth-degree criminal possession of stolen property and one count of fourth-degree grand larceny, all felonies, according to the sheriff’s office.

While under investigation for an unrelated larceny of a significant amount of scrap metal, Gilbo allegedly drove to a scrap metal yard in Jefferson County to scrap municipal manhole covers on June 20. An employee there contacted St. Lawrence County detectives and asked the Watertown City Police Department to respond and intervene.

Sheriff’s detectives say when they arrived, they discovered Gilbo had stolen eight cast iron manhole covers, one aluminum manhole cover and three cast iron sewer rings. They came from the Town of Morristown and are collectively valued at $2,650, according to the sheriff’s office. For that, he was charged with the larceny count and one of the stolen property counts, police said.

After further investigation while at the scrap yard on June 20, police say they determined that on June 12, Gilbo had scrapped a "unique lead-coated seven-strand copper wire" that was reported stolen from a residence in the Town of Oswegatchie, valued at $1,290, detectives said. He was charged with the other stolen property count for that, police said.

Detectives say that over the last several months, Gilbo has scrapped over $25,000 worth of metal and copper and that further charges are pending.

They ask anyone with any information as to burglaries and larcenies of scrap metal that Gilbo may have committed should contact the St. Lawrence County Sheriff’s Office at (315)379-2222.

Gilbo was arraigned in Morristown Town Court by Justice James Phillips and was remanded to the St. Lawrence County Correctional Facility on $10,000 bail. He is to re-appear in Town Court on Thursday, deputies said.
