Ogdensburg City Council likely to select Potsdam contractor for Paterson Street Project

OGDENSBURG – Ogdensburg City Council will likely select J.E. Sheehan Contracting Corp. to complete the Paterson Street Reconstruction project for $5.5 million.

City council will vote on the measure at a 7 p.m. meeting at city hall Monday.

The city accepted solicited bids and received eight responses.

J.E. Sheehan, Potsdam, submitted the lowest bid at $5,541,659. That’s about $2 million less than the $7.4 million estimate from the engineers. However, that figure may have included other aspects of the project.

The second lowest bid was more than a million dollars higher. That came from W.D. Malone Trucking and Excavating Inc. at $6.6 million.

The highest bid came from Barrett Paving Materials, Inc., Liverpool at $7.4 million.

The local share will be just shy of a million dollars, according to engineering estimates.

City comptroller Phil Cosmo estimated the city will need to borrow about $2.5 million to pay contractors upfront as the federal and state funding will be issued on a reimbursement basis.

The project will improve 1.1 miles of Paterson Street with plans to restore pavement to good condition, separate the storm sewer system from the existing combined storm/sanitary system and improving intersections, sidewalks and drainage.

The project also included the removal of 54 trees along the roadside, which was completed in March. However the stumps remaining from the trees still need to be removed. The city also plans to widen the roadway to include two 12' wide travel lanes and two 7' wide parking lanes.
