Ogdensburg City Council to discuss zoning requests at Monday meeting

OGDENSBURG – Months of work will go before public scrutiny Monday as Ogdensburg City Council discusses zoning proposals including the former Lincoln property and the Adaptive Reuse District Monday.

Ogdensburg city council will discuss the proposed Adaptive Reuse District and allow the public to share thoughts regarding the zoning change. The district would allow non-residential uses for former schools, churches and businesses that are located in residential areas.

Two of the many properties included in the district are the former Lincoln Elementary School and the Former Bishop Conroy School.

Hoping to move the project forward Step by Step Inc. Director David Bayne submitted an application to rezone the Lincoln property as part of the city’s planned development district.

This distinction would make the school part of a floating zoning district that would allow for non-residential uses of the property.

St. Mary’s Cathedral, which owns the Conroy School property is also seeking a zoning change outside of the ARD due to long delays in getting the new zoning district established.

A public hearings rezoning of Lincoln school is set for Monday as well.

While the city may take action on any of the proposals Monday, Ogdensburg City Planner Andrea Smith says the County Planning Board will not have completed its review of the ARD prior to the meeting, so the city may save trouble by holding off until that review is complete.

The ARD had been near completion multiple times in recent months only to be scrapped and retooled after residents questioned its legality and raised concerned over decreased property values.

• A public hearing regarding a proposed ordinance to amend Chapter 221 entitled ‘Zoning’. (Lincoln School property bounded by Rosseel Street, Knox Street, Jay Street, and Judson Street, in the City of Ogdensburg, to be rezoned from Single-Family Residential (SFR) to a Planned Development District (PDD).) • A public hearing to add Article VII, Adaptive Reuse District, to the Ogdensburg Municipal Code, pending County review. (Bill #41)

• A public hearing to amend Chapter 221 entitled ‘Zoning’ of the City of Ogdensburg Municipal Code, pending County Review. (This will amend Chapter 221 entitled "Zoning", § 221-73 entitled “Zoning Board of Appeals; appeals procedure” by adding § 221-73.E.(3) entitled “Adaptive Reuse Permit”, to the City of Ogdensburg Municipal Code.) • A public hearing regarding a proposed ordinance to license municipal property in the Greenbelt to Scott Strader. (Bill #45)

• A public hearing regarding a proposed ordinance to sell City-owned property located at 1420 Ford Street. (Bill #48)
