NYPA to hold hearing in Massena May 10 on plan to sell low-cost power for economic development in St. Lawrence County

MASSENA -- The New York Power Authority will hold a public hearing next week on a proposed contract for the sale of up to 20 megawatts (MW) of low-cost hydropower to support economic development in St. Lawrence County.

The meeting will be held on Thursday, May 10, from 3 p.m. to 6 p.m., at the Hawkins Point Visitors Center at 830 Barnhart Island Rd.

The proposed contract, which is available for review along with rate information on the NYPA website (www.nypa.gov/trustees/contracts), is with the Town of Massena Electric Department (MED).

MED, which is authorized to buy power from NYPA, receives nearly 24 megawatts of cost-based hydropower for its retail customers from NYPA’s Niagara Power Project.

A new category of St. Lawrence power would be sold to MED at cost-based rates, with the power resold to the qualified end users at no mark-up beyond costs incurred by MED.

The proposed power contract would extend to September 2025. The St. Lawrence River Valley Redevelopment Agency and St. Lawrence County Industrial Development Agency would be involved in the review and recommendation process for applications for the low-cost power.

The Power Authority will review the public comments following the hearing. Written statements provided to NYPA by May 11 will also become part of the record of the hearing.

The proposed contract will then be submitted to the NYPA trustees for their approval before going to Governor Andrew Cuomo for his consideration,

The proposed allotment of power would be drawn from hydropower recaptured from out-of-state users during the federal relicensing in 2003 of the St. Lawrence-FDR project.
