Norwood woman charged after dog found without food, water and covered in feces, deputies say

NORWOOD -- A Norwood woman was charged Aug. 6 after state police say they found a dog abandoned without food or water and covered in feces, according to St. Lawrence County sheriff’s deputies.

Colleen L. Clark was charged with failure to provide proper sustenance, neglect of an impounded animal and having an unlicensed dog, deputies said.

Officers reportedly responded to 20 Park St. after a report of an abandoned dog and could hear a dog barking inside but no one was around and it appeared the previous resident had moved out.

Deputies say they were assisted on the scene by Animal Control officers from the Town of Potsdam.

Upon entering the rental property, officers allegedly found an adult male canine being confined to one area of the house.

The dog also had medical issues including two open sores and is being treated at the Potsdam Humane Society, deputies said.

Clark is due back in Potsdam Town Court Aug. 21 at 1 p.m., officers said.
