MASSENA -- A Massena woman was charged on Tuesday with huffing on railroad tracks, according to village police.
Stacey Hailey, 44, of Cornell Avenue was charged with unlawful possession of toxic vapor and disorderly conduct: creating hazardous conditions at 4:51 a.m.
Police said Hailey was huffing on the railroad tracks in a wooded area off state Route 37 near Walmart. She was cited and released, police said.
Hailey was also charged with violating her probation. She was charged in June 2017 as part of Operation Gravy Train, a multi-agency drug probe that charged more than 100 people from around New York state and New Jersey, according to police.
