MASSENA -- The Village of Massena is accepting applications for a first-time homebuyer assistance program.

Massena recently received a $400,000 New York State Office of Community Renewal Community Development Block Grant to assist eligible people buying existing homes within the Village.

Funds may be used for closing costs and legal expenses, as well as for minor rehabilitation associated with the acquisition of the property.

Eligible people must also complete a first-time homebuyer education class, which is offered by the North Country Housing Council.

To be eligible for the program the applicant must be a first-time homebuyer purchasing a home in the Village of Massena; have completed, or will complete, the North Country Housing Council’s first-time homebuyer education class; and have an adjusted gross income that does not exceed 80 percent of the county median income for one’s household size.

Maximum income is $33,000 for a household of one, $37,700 for a household of two, $42,400 for three, $47,100 for four, $50,900 for five, $54,650 for six, $58,450 for seven and $62,200 for a household of eight.

The village has an agreement with the Development Authority of the North Country to administer the housing program.

Applications are available by contacting Code Clerk Avis Hazelton at the Village Code Office at (315) 769-6803 or by emailing codeclerk@village.massena.ny.us.

Questions about the program can be directed to Michelle Capone, Development Authority of the North Country, at (315)661-3200, or mcapone@danc.org.

Mayor Tim Currier says this program provides an opportunity for moderate and middle income families to become home owners for the first time.

“There are people of modest or middle incomes that, with some assistance, can become home owners for the first time,” Currier said in a news release from the village.

The mayor says he also sees this program as good for more than just the home buyers and fits into the village’s overall strategy.

“This program supports our strategy to improve neighborhoods, reduce blight, eliminate zombie properties and enhance the communities. It will also help increase property sales. That good for all of us,” Currier said.
