Massena village residents can soon apply for federal housing rehabilitation money

MASSENA -- Village residents will soon be able to apply for federal housing rehabilitation money.

The Board of Trustees voted on Tuesday to seek Community Development Block Grant and HOME funding up to $400,000 to fix up a maximum 15 units.

“When you look at the poverty you have in this community … we have what’s called ‘working poor’ … I think this would be very beneficial,” Mayor Timmy Currier said.

Phil Smith of Avalon Associates, a contractor helping the village through the process, said both absentee landlords and owner-occupied multi-unit dwellings are eligible.

A document passed out at the meetings says landlords can get up to a 75 percent grant to pay for “work necessary to eliminate code violations and address other structural and mechanical problems.” It says they are eligible for low-interest loans to cover their share.
