Massena to spend $88k on Aluminum Trail project

MASSENA -- The Aluminum Trail was back on the village board’s agenda Tuesday night. They voted to spend up to $88,000 to hopefully bring the project back to life after nearly a decade of languishing.

Mayor Tim Currier said that could be covered by the New York Power Authority pursuant to the 2003 Moses-Saunders re-licensing agreement.

“NYPA confirmed on Friday they remain willing to fulfill this commitment. This month, I spoke with NYPA officials and although the scope of the project changed, they remain committed to this project,” he wrote in a memo to the board made public at the meeting.

Part of the project funds came from a federal Transportation Enhancement Program grant. The village would have to pay back $229,000 if they don’t complete the project.

“That time has come,” Currier said.

The original project, which came from former Mayor Ken MacDonnell in 2006, would have built a three-mile walking and bike trail.

It has been scaled back several times over the years and now will build a new footbridge at the south end of Liberty Avenue. The new bridge will be eight feet wide and handicap accessible, according the memo, as well as spruce up the surrounding park.
