MASSENA -- The village board will hold a May 5 public hearing at 5:30 p.m. in the Town Hall for a proposed law to define blight and enable to code enforcement office to take action against properties deemed blighted.
The new ordnance assigns point values to various degrees of damage, disrepair and hazards. Once a property reaches 100 points, it is considered blighted.
Point values range from as few as five points for boarded windows and doors to as many as 50 for constituting a fire hazard, as determined by the code officer.
A blighted property would be placed on a registry and the owner would be fined, unless their enter into a restoration agreement.
