MASSENA -- The Town Council is looking at setting a public hearing date on a solar farm moratorium through February 2019.
Town Supervisor Steve O'Shaughnessy said his intent is not to stifle economic development, but give the board time to develop codes governing solar farms.
"We don't want to discourage any development" or job creation, he said. "As was the case with the cryptocurrency businesses that want to come into Massena, we were caught flat-footed."
"I don't think there's any plans in progress now ... shouldn't affect anybody planning on a large solar project," Councilor Sam Carbone said.
O'Shaughnessy said he received the proposed local law from town attorney Eric Gustafson.
"To be perfectly honest, I just happened to read about Canton doing the same thing in their town, and I think that's something we should look at," he said.
