MASSENA -- Village police cited two people over the weekend with bringing junk from out of the village and dumping it to be picked up by Department of Public Works crews for spring cleanup.
On Sunday, police say they charged Larry D. Willer, 59, of Spruce Street, Massena and Luke A. Irwin, 32, of State Route 11C, Brasher Falls with one count each of prohibited dumping.
Irwin was charged at noon on Pine Street. Willer was charged at 6:05 p.m. on Spruce Street, police said.
Acting Police Chief Adam Love said the pair, who were charged in unrelated incidents, brought refuse from out of town and dumped it at property they own in Massena.
“Even though you’re a landlord, anything that’s not from here in the village, you can’t bring it here,” Love said.
“This is a service provided for village residents and property owners with the clear intent, both in terms of the local law and in theory, that only refuse generated within the Village is eligible for pick up,” Mayor Tim Currier said via email. “Abuses of this service drive up cost and place an unfair burden on others.”
Cleanup is ongoing north of the Grasse River. DPW crews will pick up on that side of town through Friday. They will collect from south of the Grasse River May 2 to 6.
Love said any village residents who see junk that didn’t originate in the village being dumped in Massena can report it to the Code Enforcement Office at 769-6803 or Massena Police at 769-3577.
