Madrid man jailed for possessing heroin with intent to distribute

MASSENA -- A Madrid man is jailed for allegedly possessing heroin with intent to distribute.

Jared R. Johnston, 27, of North Street is charged with a felony count of fifth-degree criminal possession of a controlled substance with intent to distribute and misdemeanor counts of seventh-degree criminal possession of a controlled substance, criminal possession of a hypodermic needle and criminal use of drug paraphernalia, police said.

According to documents filed with Massena Village Court, police investigated a civilian complaint of suspicious activity in the parking lot behind the Delmar Tavern on Andrews Street on Thursday around 1 p.m. The person, who was not named in the documents, told police he saw two people in the front seat of a vehicle “bobbing their heads up and down as though falling asleep or something,” according to a statement from Inv. Corey Francis.

Responding officers saw hypodermic needles in the center console, searched the vehicle and found three foil packets of heroin, scales police say were used to weigh the heroin or sale and “a large amount of foil,” according to court documents.

The heroin was a quantity “unreasonable for personal consumption,” the documents say, which also mention inside the vehicle there was a pill that was divided into four pieces.

Johnston was in the passenger seat. The person in the driver seat, Brandyn L. Fox, was not charged.

Johnston was arraigned by Massena Justice Gerald Sharlow and remanded to the St. Lawrence County Correctional Facility, Canton, in lieu of $5,000 bail or $10,000 bond.
