Local developer who is building apartments in Massena may ask the town to take over road he is installing

MASSENA -- A local developer who is building apartments on Taylor Road may ask the town to take over a road he is installing as part of the project.

The area is off of Highland Road behind the old state trooper barracks.

Scott Lamay said he is building the road to town specifications, but the highway superintendent said they may decide it’s not in the town’s best interest to assume responsibility for it.

“You have to decide if you want to take that road on and maintain it,” Highway Superintendent Frank Diagostino said. “What’s it doing for the Town of Massena?”

“Whether or not the town takes it, we want to do it as a town road,” Lamay said.

He says so far, he has put in quite a bit of work, including installing sewer and water mains, along with hooking the apartments he is building to municipal water.

Diagostino said Lamay needs to do more, some of which is to make it accessible to snowplows in the winter time.

“They have to be able to drive down and turn around … it weighs 60,000 pounds,” he told Lamay. “They’re going to be pushing snow down the road. There has to be some place to put it.

“It’s in the best interest to have an outside engineer look at it … come in and say ‘this is what we got.’”
