POTSDAM -- A Lisbon man was charged Sunday morning after yelling at police during a separate traffic stop, according to Potsdam police.
Keneth L. Putney, 32, was cited for unnecessary noise on Market Street at 2:18 a.m., officers said.
Putney allegedly rode by police yelling while officers were conducting a traffic stop.
He was cited and released.
