Authorities release identities of two killed in Potsdam domestic violence incident Thursday

POTSDAM -- The two people killed as the result of domestic violence Thursday afternoon have been publicly identified.

The two dead people, one a stabbing victim and one shot by police, are Chinese nationals and Clarkson University students, a female, Yazhen Jiang, 25 years old, and a male, Tian Ma, 31 years old.

Potsdam police were called to 401 Swan Landing at about 2:45 p.m. Thursday afternoon after two men, a father and son, heard yelling and screaming coming from Ma’s apartment, St. Lawrence County District Attorney Mary Rain said in a statement to the press.

“Hearing the urgency of the screaming they entered the apartment to offer assistance when they encountered Ma stabbing Yazhen with a knife,” Rain said.

“After unsuccessfully attempting to get the knife wielding male away from Yazhen they retreated and contacted the police,” Rain said in the statement.

Two Potsdam patrol officers, Matthew Seymour and Clint Perrigo, responded to the scene and found Ma on top of Yazhen with a knife in his hand.

Seymour, an 11-year veteran of the Potsdam Police Department, a firearms instructor and a certified emergency medical technician, ordered Ma several times to drop the knife, and “when he refused to comply threatening both the officer and Yazhen, Officer Seymour fired several rounds from his service weapon, incapacitating Ma,” Rain said in her statement.

Ma was then handcuffed. Officer Seymour rendered first aid to Yazhen. Medical personnel pronounced Ma dead at the scene. Yazhen was taken by ambulance to Canton-Potsdam Hospital where she was pronounced dead.

Earlier reports from the state police indicated that Ma was seen stabbing Yahzen and himself with the knife.

Neither Seymour nor his partner, Perrigo, who has served for eight years as a patrolman in Potsdam, were available for comment.

Rain confirmed Friday that her office will be presenting evidence in the case to a grand jury soon.

Rain said it is “standard practice to present to a grand jury” evidence in an officer-involved shooting.

“We want to ensure the public that the police did everything properly,” Rain said.

Seymour has told the DA’s office that he will testify at the grand jury, Rain said.

She said she will present the findings of the New York State Police and the medical examiner’s office investigation for an independent review by the grand jury of the shooting “to provide transparency to the public that the officer’s actions were justifiable. Officer Seymour and Officer Perrigo fully cooperated with the investigation in this matter,” she said.

Representatives of several police agencies, including Potsdam police, state police, the St. Lawrence County Sheriff’s Office, and DEC, responded to the scene, along with the Potsdam Rescue Squad.

State police are continuing the investigation in conjunction with the St. Lawrence County District Attorney's Office and in cooperation with Potsdam Police Department. The St. Lawrence County Sheriff's Department is also assisting with the investigation.
