Hogansburg man charged with violating travel ban, felony DWI

MASSENA -- Village police charged a 52-year-old Hogansburg man with felony driving while intoxicated and violating the travel ban instituted during the weekend’s ice storm.

Theodore Francis Jr. of P.O. Box 1445 was also charged with unsafe turn and speed not prudent at 8:33 p.m. Saturday on South Main Street. The DWI charge was upgraded to a class D felony because he has two prior convictions in the last 10 years, meaning he could go to prison for up to seven years. The violation of the travel ban is a misdemeanor, punishable by up to a year in local jail.

Sgt. Mark Englert said Francis passed a village police vehicle and another car, which lead to the stop.

Francis was arraigned in Massena Village Court before Justice Eric Gustafson and remanded to the St. Lawrence County Correctional Facility in lieu of $2,500 bail or $5,000 bond.
