Gouverneur man charged accused of lying under oath so he could act as executor of dead father's estate

GOUVERNEUR -- A Gouverneur man is facing a felony charge for lying under oath during proceedings to determind who would be the executor of his dead father's estate, according to county sheriff deputies.

On Tuesday, St. Lawrence County Sheriff detectives say they charged Richard O. Thayer, 54, of U.S. Highway 11 with one count of second-degree perjury, a class E felony.

The arrest stems from an investigation into legal documents that Thayer had signed and submitted to the Surrogate Court of St. Lawrence County while under oath in 2011, detectives said.

Thayer allegedly signed a Petition of Probate and letters testamentary while under oath so he could act as the executor of his deceased father’s estate, according to investigators.

It was later determined through the courts that Thayer had been a convicted felon since 2006 therefore precluding him from holding such title, according to detectives.

Thayer was arraigned by Gouverneur Town Justice Stanley Young and released on his own recognizance. He is to reappear in court on Jan. 5 at 3 p.m., investigators said.
