GOUVERNEUR -- A Gouverneur man was charged Monday after allegedly holding a female down on a couch and choking her during a domestic dispute, according to state police.
Richard D. LaPlant, 21, was charged at 10:22 a.m. at 4983 State Route 58 with second-degree strangulation, felony, troopers said.
The victim reportedly declined medical treatment.
LaPlant was also cited for unlawful possession of marijuana, officers said.
LaPlant was arraigned in Fowler Town Court and released under the supervision of probation to appear in court at a later date, troopers said.
