GOUVERNEUR – A  Gouverneur man charged with rape was sent to jail on $1,000 bail.

State police charged Harold R. Clement, 25, at 1 p.m. Monday in connection with an investigation that began on Oct. 31.

The charges against him are third-degree rape, a Class E felony, and endangering the welfare of a child, a misdemeanor.

Bail has been set at $1,000 cash.
