Ft. Covington man accused of leaving baby outside bar, chasing woman who took child, injuring baby as he grabbed him and ran

FORT COVINGTON – David W. Radcliff, 41, Fort Covington, has been charged by state police with one count each of endangering the welfare of child and third-degree assault.

Troopers were called to the American Legion on Water Street at about 8:45 Thursday night on a report of a man leaving his baby in a stroller, unattended, outside the bar.

Their investigation revealed Radcliff had left his 11-month-old boy unattended in a stroller outside the Legion while he was inside.

A female patron arriving at the bar noticed the unattended baby and picked him up. Shortly after the woman picked the baby up, Radcliff exited the bar, grabbed the baby from her arms, and then ran off carrying the baby as she told Radcliff the police were being called, troopers said.

As they reconstructed events, troopers said that while carrying the baby, Radcliff ran through areas covered in thick brush before knocking on a door on High Street and leaving the baby with the couple that answered the door.

Patrons from the bar, who had been pursuing Radcliff, arrived on High Street and told the couple who the baby belonged to.

The baby was taken with scratches and bruises to Massena Memorial Hospital by Fort Covington Rescue.

Troopers found Radcliff lying in thick brush near High Street trying to conceal himself.

Radcliff was arraigned before Bangor Town Justice Frederick Boardway and remanded to the Franklin County Jail, Malone on $2,500 cash bail or $5,000 bond.

He is to appear in the Fort Covington Town Court at 6 p.m. Nov. 10.
