Former restaurant owner charged in alleged home invasion in Canton a year to the day after similar charges in Ogdensburg

CANTON – A former Ogdensburg restaurant owner has been charged with burglary in an alleged home invasion in Canton Thursday night, a year to the day after he was charged with three felony burglary counts in a home invasion in Ogdensburg.

John C. Tulip, 59, was charged Thursday with second-degree burglary and third-degree attempted robbery, both felonies, according to St. Lawrence County Sheriff’s deputies. He is being held on bail.

On Feb. 4, 2015, Tulip was arrested by Ogdensburg police and charged with three counts second-degree burglary at 426 Washington St. in the city.

Deputies said they responded Thursday night to a 911 call from a person in Canton who claimed a male had entered their State Highway 310, Canton residence and attempted to rob them.

Deputies said the intruder was forced out by the owners of the home before the victims called 911.

Sheriff’s deputies and Canton police officers patrolled the location and arrested the suspect last night near the home without incident.

Prior to police arriving Tulip allegedly attempted to flee the area in his vehicle but drove it into a ditch.

Deputies said their investigation of this incident is ongoing.

Tulip, a former owner of Oscar’s, a restaurant and bar in Ogdensburg, gave authorities a Massena home address last night.

On Feb. 4, 2015, Ogdensburg police tracked him down at an Alexandria Bay address.

Tulip was charged last February with three counts second-degree burglary, class C felonies.

Ogdensburg police said a young female awoke to someone outside her bedroom door that day at 426 Washington St. He fled the house, but she gave police a detailed description of the person.

After interviewing the residents at the Washington Street house, police say they identified Tulip as the suspect. City police detectives found him at his residence in Jefferson County, where they said evidence was recovered.

Detectives said at the time that they tied him to previous burglaries at the Washington Street home, as well as a residential burglary the month before on Seymour Street.

He pleaded guilty in St. Lawrence County Court last August to reduced charges of two counts of second-degree attempted burglary, according to the court.

In November, he was ordered to interim probation for one year, after which time his conduct during the probation period would be examined by the court before final sentencing. The sentencing date for those crimes was set for Nov. 1, 2016.

Tulip was arraigned Wednesday for the Canton charges by Canton Town Justice James Monroe and is held in St. Lawrence County Jail on $5,000 bail or $10,000 bond. He is to face the new charges in court at a later date.
