COLTON -- A downstate county legislator and former Boy Scout leader is accused of sexually touching two boys from Colton last summer, according to St. Lawrence County District Attorney Mary Rain.
Michael N. Kelsey, 36, from Salt Point, was charged by state police Monday night with first-degree sexual abuse, according to Rain.
Kelsey serves as a legislator in Dutchess County.
Rain said Kelsey was a Boy Scout leader who allegedly abused the children during a scouting event.
Kelsey was to be arraigned in Pierrepont court this morning.
