D.A. says Stockholm woman's DWI conviction proves she is sticking to her guns

STOCKHOLM -- St. Lawrence County District Mary Rain says a recent drunk driving guilty verdict is proof she has stood firm on her promise to aggressively prosecute driving while intoxicated offenses.

Under her newly implemented policy she is calling “Rob’s Policy,” Rain says she will not offer plea deals to people charged with driving while intoxicated who have a blood alcohol content of more than .10 percent.

In June of 2014, Trisha Chapman, 26, of Massena was charged with driving while intoxicated, as well as other traffic infractions, when she collided with and injured a motorcyclist in the Town of Stockholm. During the personal injury motor vehicle accident investigation, Chapman recorded a blood alcohol content of .16, or twice the legal limit.

Additional charges included unlawful U-turn and failure to yield the right of way.

After brief deliberation, a Stockholm jury returned a verdict of guilty on all charges, according to a press release from Rain’s office.

“Reducing the number of DWI related offenses in St. Lawrence County is a top priority for my administration, and the aggressive prosecution of DWI offenses is a necessary means to that end,” Rain stated after trial.
