DEKALB – St. Lawrence County sheriff’s deputies charged two DeKalb residents with conspiracy and fraud for an alleged incident that occurred in February.

Deputies say Robert J. Bell, 45, and Tabitha Kirkpatrick, 38, are each charged with conspiracy. Bell was additionally charged with two counts of felony scheme to defraud.

Deputies say Bell was purchasing cattle from local Amish farmers and issuing checks drawn on closed accounts. Bell and Kirkpatrick then sold the cattle under Kirkpatrick’s name at Northern New York Farmers’ Market Cooperative, Inc., Lowville.
