Michael J. Hull, 48, of 398 Foster Brook Way, Nepean, Ontario was charged Tuesday with two felony counts of second-degree unlawful surveillance and one felony count of possessing a sexual performance by a child, police said.

On Feb. 22, Ontario Provincial Police contacted the Ogdensburg Police Department about a potential unlawful surveillance case OPP believed happened in Ogdensburg, police said.

A city police probe allegedly revealed Hull “covertly and unlawfully videotaped several unknown females, in various stages of undress while inside the Ogdensburg Wal-Mart dressing rooms on February 22,” according to a news release from Ogdensburg P.D. Det. Sgt. David Layng.

Layng said the investigation led to police identifying the alleged victims, with assistance from Walmart security.

While investigating the dressing room incident, police say they discovered Hull possessed on his cellular device a pornographic image of a child under age 16 at the time he made the dressing room recordings.

Hull was arraigned Tuesday in Ogdensburg City Court and released after posting $1,000 bail, police said.

Ontario Provincial Police, Canadian Border Services-Port of Prescott and U.S. Customs and Border Protection Agency-Port of Ogdensburg assisted city police with the investigation, Layng said.
