BRASHER FALLS -- State police arrested Dennis J. Mitchell, Jr., 31, Monday, charging him with criminal obstruction of breathing or blood circulation and harassment following a complaint of a domestic dispute.
Police allege that Mitchell pushed his girlfriend twice and grabbed her by the neck, "impeding her normal breathing," state police said.
The incident is alleged to have occurred at 7:15 a.m. Monday, at their residence at 35 Cty. Rt. 53.
Mitchell was processed at SP Winthrop and arraigned by Village of Massena Justice Gustafson and released under the supervision of the St. Lawrence County Probation Department.
He is to appear in Town of Brasher Court Nov. 23 at 6 p.m.
