Brasher Falls man charged in heroin bust at Massena's Springs Park

MASSENA -- A Brasher Falls man is jailed after police charged him at Springs Park with possessing heroin with intent to sell.

Samuel F. Westurn, 38, Church Street, Brasher Falls is charged with third-degree criminal possession of a controlled substance with intent to distribute, police said.

On Thursday evening, patrolmen Michael O’Brien and Cody Clary found Westurn, who was wanted on a bench warrant, at Springs Park, documents filed with Massena Village Court say.

Prior to taking him into custody, the officers asked Westurn if he wanted to leave anything with his wife, Nicole Westurn, according to the documents.

In a statement filed with the court, Clary says he saw Samuel Westurn turn toward his wife, away from the two patrolmen, and hand her something from his pockets. Clary said he noticed a baggy, told her to drop it and she did, the statement says.

Clary said in his statement that he saw Samuel Westurn dropping a baggy containing a brown substance. He asked if it was heroin and Westurn told him it was, the statement reads.

One of the packages contained 24 paper envelopes of heroin and the other contained 2.07 grams of heroin powder, according to court documents.

Police say he was arrested at 7:16 p.m.

Samuel was arraigned in Massena Village Court by Justice Gerald Sharlow and remanded to the St. Lawrence County Correctional Facility, Canton, in lieu of $20,000 bail or $40,000 bond.
