OGDENSBURG – A second town hall meeting will likely be held regarding the city’s proposed adaptive reuse district, but it won’t occur until after the next planning board meeting.

The planning board will meet Dec. 2. The board is expected to review public comments, which will be used to create a new proposal.

A second town hall meeting will be held once that proposal has been drafted to allow the public to comment on it before it moves to city council for a vote.

The proposed zoning change would establish a new zoning district for non-conforming properties throughout the city that once housed schools, churches and businesses in areas that are now zoned residential.

The controversial law would allow scattered parcels throughout the city to circumvent the traditional zoning process, which requires a special variance for changes in use.

A similar law already exists for parcels of two or more acres, but these properties are too small to be covered by existing legislation.

The proposal has drawn attention from city residents living adjacent to or near the properties, because it does not specifically state potential uses for the properties.

A major sticking point for many property owners surrounds Step by Step Inc.’s recent purchase of the former Lincoln Elementary School.

Step by Step Inc., provides help to people afflicted with mental health issues.

A town hall style meeting was held Nov. 6, where many people shared thoughts and opinions regarding the proposal. City council then decided to hold a second meeting, which will outline changes to the law that were made with consideration of public input.

That meeting will likely be held in December, but no date has been set.
