All St. Lawrence County schools see increase in aid over previous year

St. Lawrence County school districts will receive a $10.8 million increase in state aid for 2016-17 -- about $3 million more than the governor proposed in January.

Of the total, about $9.58 million of the state aid increase comes in the form of operational aid, while the other $1.27 million is allocated for building improvements. Operational aid can be allocated to maintain programs and pay for services, such as BOCES.

This year, included in the operational aid is a new source of funds called community school aid. This “new aid” accounts for about $1.75 million of the total $10.8 million.

Although initially this funding was thought to be restrictive, it has now been rolled into Foundation aid, which is typically the lion’s share of operational aid. It is also the least restrictive form of state aid.

The budget does eliminate Gap Elimination Adjustment, a move that has been long supported by local school districts, though the savings for many St. Lawrence County School Districts will be modest.

A summary of state aid promised to each school in St. Lawrence County follows.

In the summary, the first number represents the total amount of state aid a school can receive under the proposed budget, including aid for building projects, equipment, transportation and other set costs.

The summary also includes operational aid increases, which were described above.

The summary follows:

• Potsdam Central School District is eligible for a total of $16.4 million in state aid, an increase of $1.78 million, or 12.15 percent more than the previous school year. Operational aid increased $758,711, or 6.02 percent. The district will receive $9.5 million in Foundation aid. A restoration of $427,667 eliminates the GEA for the District.

• Ogdensburg City School District is eligible for a total of $27.7 million in state aid, an increase of about $326,654, or 1.2 percent more in than the previous school year. Operational aid increased $604,777, or 2.7 percent. The district will receive $18.3 million in Foundation aid. A $10,564 restoration eliminates the GEA for the district.

• Massena Central School District is eligible for a total of $31.5 million in state aid, an increase of about $1.4 million or 4.62 percent more than the previous school year. Operational aid increased $2.1 million, or 8 percent. The district will receive $20.6 million in Foundation aid. A $6,880 restoration eliminates the GEA for the district.

• Canton Central School District is eligible for a total of $17.54 million in state aid, an increase of $667,719, or 3.96 percent more than the previous school year. Operational aid increased $699,704, or 4.76 percent. The district will receive $11.4 million in Foundation aid. A $392,891 restoration eliminates the GEA for the district.

• Gouverneur Central School District is eligible for a total of $26.2 million in state aid, an increase of about $1.53 million or 6.2 percent more in than the previous school year. Operational aid increased $1.4 million, or 6.25 percent. The district will receive $18.2 million in Foundation aid. A $4,606 restoration eliminates the GEA for the district.

• Norwood-Norfolk Central School District is eligible for a total of $14.8 million in state aid, an increase of $1.24 million or 9.16 percent. Operational aid increased $1.1 million, or 8.6 percent. The district will receive $9.9 million in Foundation aid. A $3,313 restoration eliminates the GEA for the district.

• Morristown Central School District is eligible for a total of $5.18 million in state aid, a decrease of about $134,903, or 2.54 percent less than the previous school year. Operational aid decreased $13,742 or .29 percent. The district is will receive $3.4 million in Foundation aid. A $1,444 restoration eliminates the GEA for the district.

• Madrid-Waddington Central School District is eligible for a total of $9.2 million in state aid, an increase of about $146,790, or 1.62 percent more in than the previous school year. Operational aid increased $17,209, or .21 percent. The district will receive $6.2 million in Foundation aid. A $2,319 restoration eliminates the GEA for the district.

• Lisbon Central School District is eligible for a total of $8 million in state aid, an increase of about $206,497, or 2.65 percent more in than the previous school year. Operational aid increased $223,205, or 3.27 percent. The district will receive $5.1 million in Foundation aid. A $1,528 restoration eliminates the GEA for the district.

• Hermon-DeKalb Central School District is eligible for a total of $6.6 million in state aid, an increase of $351,340 or 5.64 percent more than the previous school year. Operational aid increased $343,607, or 6.03 percent. The district will receive $4.4 million in Foundation aid. A $1,485 restoration eliminates the GEA for the district.

• Brasher Falls Central School District is eligible for a total of $17.6 million in state aid, an increase of about $985,925, or 5.92 percent more than the previous school year. Operational aid increased $888,634, or 6.65 percent. The district will receive $10.2 million in Foundation aid. A $3,121 restoration eliminates the GEA for the district.

• Clifton-Fine Central School District is eligible for a total of $5 million in state aid, an increase of about $290,855 or 6.14 percent more than the previous school year. Operational aid increased $38,551, or .91 percent. The district is will receive $3.25 million in Foundation aid. A $6,600 restoration eliminates the GEA for the district.

• Colton-Pierrepont Central School District is eligible for a total of $2.9 million in state aid, an increase of about $132,669, or 4.82 percent percent more than the previous school year. Operational aid increased $130,709, or 5.84 percent. The district is eligible for $1.7 million in Foundation aid. The restoration of 121,697 ends the GEA for the district.

• Hammond Central School District is eligible for a total of $3.7 million in state aid, an increase of about $174,948, or 4.95 percent more in than the previous school year. Operational aid increased $108,132 or 3.32 percent. The district will receive $2.5 million in Foundation aid. A $1,145 restoration eliminates the GEA for the district.

• Heuvelton Central School District is eligible for a total of $8.7 million in state aid, an increase of about $225,967 or 2.66 percent more in than the previous school year. Operational aid increased $270,520 or 3.61 percent. The district is eligible for $5.7 million in Foundation aid. A $ 2,110 restoration eliminates the GEA for the district.

• Parishville-Hopkinton Central School District is eligible for a total of $6.4 million in state aid, an increase of $133,760, or 2.14 percent more than the previous school year. Operational aid increased $179,339 or 3.26 percent. The district is eligible for $4.13 million in Foundation aid. A $15,146 restoration eliminates the GEA for the district.

• Edwards-Knox School District is eligible for a total of $11.7 million in state aid, an increase of about $1.4 million, or 13.66 percent more in than the previous school year. Operational aid increased $773,925 or 8.39 percent. The district will receive $7.5 million in foundation. A $1,989 restoration eliminates the GEA for the district.
