After criticism, Massena lays out new recycling procedures

MASSENA – Controversy over recycling by Massena residents has inspired officials to host a July 28 meeting to clarify new recycling procedures.

It will be at 6 p.m. in the Town Hall’s second floor meeting room, 60 Main St.

It will include discussion and clarification of village code, instruction on what is recyclable and what is garbage and time for questions and answers.

The meeting comes on the heels of the village tightening up on garbage disposal after St. Lawrence County threatened to fine the municipality.

The county takes waste and recyclables from the village and claimed to have been finding a lot of recyclables mixed in with village waste.

The Department of Public Works says for regular garbage pickup:

• It must be in clear plastic bags

• Five containers per week are permitted

• Each container must not weigh more than 40 pounds

• Maximum container size is 32 gallons

• Containers must be clean and free of odor

• Leaves and grass clippings must be in clear plastic bags

• Brush, shrubs and tree limbs (without roots) must be placed at the curbside

For recyclables:

• All items (paper, plastic, metal and glass) need to be mixed together in a single bin with capacity less than 32 gallons.

• Recyclables must be empty and cleared of residue. People should remove and recycle all metal caps and lids. It is not necessary to remove metal or plastic rings.

• Break down and flatten cardboard boxes, as practical.

• Plastic bags are not recyclable. No string, trash, green waste or plastic wrap of any kind should be mixed with recyclables.

Paper recyclables include:

• Newpapers and inserts

• Junk mail and circulars

• Magazines and catalogs

• Phone and paperback books

• Brown grocery bags

• Computer or office paper

• Clean, dry lightweight corrugated cardboard

• Do not recycle hardcover books, napkins, paper plates, tissue paper or foil-faced or plastic-coated paper

Plastic recyclables include:

• Containers (jugs, jars, bottles and tubes) with codes 1 through 7

• Cartons including juice, milk, soy, broth and soup

• Aseptic packaging such as small juice pouches and boxes, etc.

• Plastic food trays.

• Do not recycle plastic bags or films, toys, styrofoam, motor oil bottles, furniture, clothes, hangers or hard, brittle plastics

Metal recyclables include:

• Tin food cans

• Aluminum food and beverage cans

• Deposit cans

• Aluminum foil

• Aluminum plates and trays

• Empty aerosol cans

• Do not recycle metal-cardboard containers (such as those for cocoa or motor oil), silverware or small appliances.

Glass recyclables include:

• Green, amber and clear containers

• Canning jars

• Deposit bottles

• Liquor and wine bottles

• Food and beverage containers

• Do not recycle broken glass, drinking glasses, ovenware, ceramics, dishes, mirrors, window glass or light bulbs.
