Steven J. Stravinski, 70, Tenafly, N.J. was charged with aggravated DWI and unsafe backing at 9:26 p.m. on Market Street, officers said.
He was reportedly transported to the Potsdam Police Department where a breathalyzer test revealed a blood-alcohol content (BAC) of .23 percent.
