Francis W. Whaley, 20, Oceanside, was charged with underage possession of alcohol at 1:01 a.m. Saturday. Potsdam police said Whaley was seen walking west on Hamilton Street with an open container. Upon investigation, it was found he was under 21, police said. He was issued an appearance ticket.

James J. Besaw IV, 16, Potsdam, was charged with operating a motor vehicle with a DJ license, which was out of class at 2:14 a.m. Saturday after a patrol saw him driving along Elm Street with a loud exhaust. He was issued tickets for both infractions.
