MASSENA – Michael A. Foster, 46, Massena, was charged Friday afternoon by state police with second-degree criminal impersonation: public servant, a misdemeanor.
According to state police, while serving a notice of eviction on Quinell Road Aug. 29 at 7 p.m., Foster displayed a badge to the resident, identified himself as a "cop" and then later stated that he worked for the New York State Police.
Foster's actions were videotaped by the resident.
The investigation revealed that Foster displayed his New York State Corrections badge and is employed as a Corrections Officer at Upstate Correctional Facility in Malone, not as a police officer.
Foster was processed at SP Massena and issued an appearance ticket returnable to the Town of Massena Court on Sept. 7.
