FOWLER -- A Gouverneur woman was charged with multiple counts of neglecting animals July 12 following a complaint first reported to state police June 22.
Tammy J. Hays, 43, was charged with seven counts of torturing, injuring or not feeding an animal at 2 p.m. at 503 Sleep Hollow Road, troopers said.
She was released on her own recognizance to appear in court at a later date, officers said.
