When you look to promote tourism around Massena the Eisenhower Locks Visitor center should come to mind!
But why only open it between Memorial Day and Labor Day?
You are missing the spring and fall tourist season by following the old rules. People travel more now than they used to so be open all shipping season.
Also, use an online locks camera to promote the seaway and entice tourists to visit. With wi-fi cameras it should be easy to do with one mounted on a tower with a view down the locks from the upper end. Just a thought.
