I was on the Board of Education in Russell when we went through this.
We already knew that bigger wasn't cheaper, looking at the cost per student at BOCES vs. the local school. The big difference here was that the state actually had a program in place to avoid a tax increase in the district for ten years following the merger.
I wholeheartedly supported the merger because even then, we could see it was the only option.
We also had the advantage that all of our combined facilities were beyond the end of their useful lives. This is not the current situation at Canton-Potsdam and this should give us cause for very careful and complete consideration of this merger.
