NORWOOD -- The Seaway Career and Technical Education Center in Norwood named Victoria Collins as the Potsdam Rotary Club Student of the Month for September. A cosmetology student, she is the daughter of Larci Collins and Brian Collins and is a student at Parishville-Hopkinton Central School.
