GOUVERNEUR -- A Gouverneur man faces charges after allegedly kicking, punching and choking his dog on two separate occasions, according to Gouverneur police.
Patrick M. Burns, 18, was charged with torturing/injuring an animal at 7:10 p.m. on Sunday, June 21, officers said.
He was reportedly released on an appearance ticket returnable to Gouverneur Town Court July 8.
