COLTON -- Dollar General could be opening a new store across the road from Colton-Pierrepont Central School. Pedestrian access, landscaping, lighting and signage were cited as possible issues the store faces before work can begin.
The planned store would be 9,300 square feet and is located at 4906 State Highway 56, according to the St. Lawrence County Planning Board.
A portion of the customers that will frequent this store will be pedestrians with the majority walking from the downtown area and from the school. A sidewalk exists along the western side of State Highway 56, connecting the school to points south along SH 56.
There is a sidewalk on the east side of the highway as well; however, it stops approximately 365 feet south of the proposed development.
County planners offered two options to accommodate pedestrian access to the site.
The first would be to add a painted crosswalk across State Highway 56 where the sidewalk terminates in front of the school. This would require state DOT approval.
The second option would be to construct the approximate 365 feet of sidewalk on the east side of the highway.
SLC planners also recommend a separate sidewalk access point so pedestrians do not have to enter the store via the vehicle entrance.
No landscaping plan was submitted with this proposal. Planners recommended the town require the submission of a landscaping plan.
Dollar General has not submitted a detailed lighting proposal for the development. SLC planners recommend the submission of a lighting plan that depicts the location of all fixtures and specifies that all fixtures are down cast and dark sky compliant.
Planners recommended a signage plan depicting all exterior signage be submitted to the town and all signage be compatible with the adjacent residential and school land uses.
There are 29 parking spaces planned, two of which are ADA can accessible.
Construction will be done by Bohler Engineering of Albany.
