RUSSELL— A Gouverneur man was charged with a private firearm sale violation Jan. 3 stemming from a Dec. 23 complaint made to state police.
Richard K. Allan, 66, was cited for the above charge at 7:41 a.m. and released on an appearance ticket, police said.
He was also charged with criminal mischief the same day stemming from a separate incident, officers said.
